Read a parameter of the open step
GET/dataset-run/:datasetRunId/get-value
Value of a parameter of the open step, already resolved according to the value type in the dataset:

| Fixed value | The text; an encrypted value comes back decrypted |
| Output of a previous step | What the previous step wrote with set-value; empty text until it writes |
| Dataset variable | The variable value, decrypted if it is encrypted |
| General parameter | The general parameter value, decrypted if it is encrypted |
| List | Not resolved here yet: use get-component-params |
A value changed when the run was triggered, only for this run, takes the place of the dataset value.
Only works with an open step (start-component). Without an open step, or with a name that does not
exist, it returns {"value": ""}.
